The Earth's kinetic energy is (mv^2)/2 in its orbit about the sun. Tap into that and the Earth de-orbits into the sun. If you are spewing about its rotational energy (look up the equation) that is 2.137x10^29 joules. If you tap into rotational energy you increase day length. Build a civilian fission reactor with a civilian fuel recycle chemistry and have done with it. All existing power reactors are miltiary design (minimum core voume with maximum energy density) and military fuel recycle chemistry (isolation of clean transactinides for weapons with an alpha-contaminated beta-waste stream that must be stored forever). Note that the military typically disposes of its reactor cores at regular intervals.
